J.D. is the Founder, Chairman and majority owner of RhumbLine Advisers. He is a former Senior Vice President and the first Director of the Public Funds Divisions at State Street Bank in Boston where he spent 12 years providing financial services to the institutional community.

Before joining State Street, J.D. was the Administrator and Chief Budget Officer at the Democratic National Committee in Washington, D.C. J.D. strongly believes in using a team approach to create and deliver successful investment strategies and steadfastly insists on timely responsiveness to client needs. As a result, he has built a reputation in the industry of focusing on client concerns and delivering exceptional client service, all of which has helped him assemble a team of competent professionals.

J.D. has served in a Trustee and Advisory capacity to a number of organizations including the Robert A. Toigo Foundation, Oakland, CA (Financial Services Fellowship Program) and the Human Rights Project, Washington, D.C. In addition his board experience includes charitable organizations, public boards, bank boards and the board of a successful socially responsible mutual fund.
